Popping incomplete knockouts out

I'm currently servicing my 2x f20t12 wraparound; I'm trying to move the powercord to a different knockout since the wires on the 1985 ballasts in the fixture are a bit short however the knockouts are only like scratches in the metal and I can't push them out. How annoying, I have this on several other fixtures, any tips on getting them out?

If smacking it with a hammer and screwdriver doesn't work, then I'd go with a 7/8" knockout punch, step bit, or hole saw.

You could also drill a 1/4" hole inside the knockout then bend that around with the screwdriver, but drilling the entire thing out would be faster.
