I use one in the Can-Am garage, un-insulated and probably in a colder area that you. It won't keep me entirely warm but if I drag it around I can usually do a bit of work. Below -10*C that means emergency stuff.

A couple of days ago it was right around freezing, I was comfortable in a sweatshirt. I did not even try today, it was 0*F.

I have one that I have had for years, it converts to a horizontal stove. A Mr. Heater brand I believe. Nice heater not too loud.

It will warm an area in front of it and take the chill off a larger area. Heat your whole garage with 15k btu, I don't think so. 30k btu would probably do okay.

Insulation is a big factor and will determine how well any heater will warm the area. If you have good insulation then it will be much warmer but then you have CO to consider.

I use one but I'm in a warmer climate. So I can get the garage to 65º in 15 minutes from the overnight low. Yeah, be mindful that they consume 02 and produce CO2 and CO. Gotta have a couple of vents open and let a little heat escape to draw in fresh air.
