Ports on sprinkler valve?

If that's a vacuum pressure breaker valve i would guess no.

Those are test ports.
thanks, I looked up a similar valve manual and found out they are for testing, I don't even think water comes out of them

So the quick answer is yes, water will come out of them, but they are not intended to be used for anything but testing of the backflow preventer itself. Testing proves that it is functioning properly and protecting your family from any cross connections into your drinking water.
The valve (port) furthest upstream of the water supply is usually for checking the incoming pressure from the City and discharging water from this port would not typically affect the operation of the backflow preventer.

Do you mean I can tap off the bottom valve then? I think that's upstream?

Nope. The bottom is the drain/outlet for the backflow preventer. It's where any backflowing water is released to keep it out of the domestic water.

OP . . . . WHY do you want to get access to water using that dinky port ??
As others have said, that's Test Port for backflow preventer. Since you're in CA, you may never have to blowout the system for cold winter temperatures.
If so, I'd just take hacksaw and cut the plastic downpipe and install a T so you can get full flow water for whatever use you need. Install 1/4 turn ball valve on your stubout so you can isolate (ie shutdown) that section. You'll have pressure year-round unless you have to shutdown water supply for cold winter temps.

The bottom port is indeed before the internal check valve and is the upstream valve (port).
I cannot/Will not tell you that it is o.k. to use that port because I do not want to go on record telling somebody that. What I will go on record saying is that is the #1 test port and it is ahead of the internal workings of the check valve and under normal circumstances discharging water through that valve will not affect the performance of your pressure vacuum breaker (backflow preventer).
