There are many "fixed" systems........

.........but I'm a fan of things on wheels in my garage (& basement) so I can move cumbersome & heavy stuff around easily.
For a each set of mounted wheels & tires, you could go to your favorite big box home improvement store and pick up the $5 carts designed for large potted plants.
For more serious storage I bought several of the $75 industrial food service type rolling shelve units (Sam's Club) that can be configured to store just about anything you can think of.

Mak a rack out of 2x4s

get two equal lengths of 2x4 and one length goign across it. secure it against the garage joists at just over a 45 degree angle, and the tires will rest up there nicely. Sorry for the half baked description, im too lazy to take apciture lol. Ill get one up for ya soon though
