Pouring concrete over concrete to raise floor level

I have a 13'x21' out building that has poured concrete walls that the earth has built up around over the last 70 years and now gets water on floor in the spring and after heavy rains. I use it as a little work shop. It has 100" of head room inside now. I would like to add 1 or 2 inches of rigid Styrofoam and 4-5 inches of concrete to elevate the floor and eliminate my water problems. I heat the little workshop in winter so that's why I think adding the Styrofoam would help with the cold concrte in the winter? Is it as straightforward as laying down the styrofoam and backing up the cement truck? Thanks for any suggestions.

Even simpler.

Get a spade, remove build up of soil so that the base of the concrete can breath to atmosphere.

Water and damp will disappear.

I'm in this camp. Really you don't want to harbor water in the walls. It could break out the block eventually if it stays in there (and you don't know it due to the raised floor) and it freezes.

Give the water a lower place to go. Problem automatically solved.
