Not true at all.Yes when powder coat chips you cannot touch it up and now it becomes a edge for it to continue to peel up. I would stick with a heavy duty enamel.
Also it would take SOOO long for the vise to get to temperature for the powder to gloss over.
You can polish, wax and touch up powdercoat just like standard paints. The thing with powdercoating a vice is to use the proper prep methods, proper high heat materials to tape up whats not going to get coated.
And real important for cast iron is to outgas the material adequately to ensure no bubbling or oil seepage from the metal during curing.
