Power failure alarm question

Hi all,
Not sure if one exists but, I am looking for a power failure alarm that you can set for a minimum amount of time the power is off. Let's say an hour after the power is off, the alarm sounds.
Typically, my sump pump is running when the power goes out and I want to know if I need to fire up the generator.

I am looking for something I can delay. I'd like for it to not go off if the power is only out for an hour or less.

If you have internet access, get a uninterruptible power supply that comes with monitoring software. Then you can put your cable modem and router on it so they work through power outages, and it can send you an email when the battery gets low or after a chosen time on battery. I have a few APC units.

why not put a water sensor near the top of the sump pit, so when it gets to a level, it triggers the audible alarm?
