Look inside the plug. Maybe there's a spider web or some dirt causing a path to ground.
If not, then it's broke.

1 unplug the cord
2 lay the cord out in a straight line
3 slowly move the cord thru your hand looking and feeling for any damage.

My guess is you will find a cut in the insulation or a flat spot where something heavy damaged the insulation inside the cord.
