Powercraft air compressor and wrench not working

I have a small air compressor which is a 2.5 hp motor giving out 9cfm. I want to run this impact wrench with it, but cannot get it to spin. I have took it apart and cleaned it, but it still wont spin. Is my compressor too small to power it? I bought them from aldi at the same time and thought they would go together.
