Suppose it depends on the state, but if you go to national tool warehouses website, it has free shipping and no taxes(for me at least).

It doesnt happen often, but keep in mind that torque wrench isnt reversible. So when I needed to torque bolts on a ring gear the other day, that wouldnt have worked.
