I have my foundation done and I have put in drain tile under the parameter both in and outside. The inner tube exits the side wall due to slope of ground is gravity drain.

I put #2 clean down inside the foundation and it is about 16" thick. I now have about 4" of fill room left before the vapor barrier and insulation go down.

What would be the best fill to use in these last 4"?

I used a very fine gravel. It compacts well. With stone it tends to bridge even when compacted and never seems to settle. I would use a processed gravel and compact the hell out of it.

Pea stone is very rounded and it will always roll on you when you walk on it. it does not bind or lock up well at all.

3/4 minus gravel (3/4" stone to fines) Sand (not beach or play sand) is another option albeit usually more expensive. You want a material that has sharp faceted faces instead of round and smooth edges to help with the interlocking of the material as it is compacted.

Place it in lifts of no more than 6" or 8" and compact each lift.
