Might be, but if the bent handles are any indication of their intended application... my guess would be something else.

Old style hot tire tube patches? They appear to be home made so it could be just about anything.

Those presses definitely seem home made. Whatever they were for...they seem time consuming to operate compared to an arbor press. Alternatively, maybe holding for extended amount of time is the purpose they were made for?
