Primary/secondary pump wiring. Questions.

How do you wire the primary loop pump to come on when the secondary loop kick on also. I plan on doing a dhw loop and a floor heat loop. My understanding is that the main loop will always need to run when the secondary ones are.

Secondary on with call for heat, primary controlled from boiler on temp fall.
Need more info on controls you have and heat source.

you need a relay box, taco make the industry standard .. companys like argo make a very decent no frills version that's half the price .. it will have low voltage terminals to trigger your boiler .. wire a jumper from the tt terminals back to the t-stat side of number one pump terminal and use that to drive the primary loop .. you can then jump that back to number 2 to drive your secondary loop and the rest of the relays are for your t-stat controlled zone pumps

having said all that please reconsider using a water heater and buy a boiler .. in ten years you'll thank me

Problem is it seems that there are no reliable boilers under the $2k mark. I have looked at quietside and navien and everything I read says they are junk.

quietside is junk .. its all plastic inside and parts have to come from a depot in california, which is awesome if you're in califormia but **** if you're in rural ontario

ive had one bad navien and they over nighted me parts .. i was well pissed at the time but they made it right

here's something to think about .. burnham prorate their boilers over 25 years .. ive seen warrantys on water heaters listed in number of hours of use .. heating season 2013/14 in my neck of the woods was over 200 days for most folk i know, if you do the math it's near 5000 hours
