Is it a good idea to put primers down on the floor such as kilz before applying an epoxy coating or will the hender the epoxy adhesion?

I would be scared the 2 wouldn't be compateble. The epoxy needs to bond with the concrete. Best to remove any oil prior to epoxy and not cut corners. The prep work prior to epoxying is by far most the work.

You don't want anything between the epoxy system you are planning to use and the concrete unless it is approved by the coating manufacturer. The epoxy bonds with the concrete. Anything else will stop that bond from starting.

If you've got a primer on the floor already, it can be removed using a solution of muriatic acid and water. I don't like pressure washing because it forces a lot of water into the surface voids of the concrete causing the floor to take a lot longer to dry.

The other option to remove old coatings is to rent a concrete surface grinder like the EDCO. Rental places like Sunbelt and RSC usually have them. Some Home Depots also rent them.
