I have a woodworker's Desmond W7 vise. It seems to have some design that prevents the handle from making a complete revolution and I can't seem to solve how it is supposed to function or what the feature is supposed to accomplish. See second pic of the blue vise....I circled the two "nubs" that collide when turning the handle, preventing a full revolution. What does this do and how can one accomplish a full revolution so the vise can go in and out??? Driving me mad. It must be simple right?

It looks to have an interrupted thread (assuming the second vise is the same as the first vise). So, it would appear that you are able to unlock the threads with a half turn, then pull the dynamic jaw straight out by hand, and push in by hand for a quick adjustment, and do the final tightening with a half turn of the handle.

It’s commonly called a quick adjust vise, action as bmwrd0 described. Saves lots of vise cranking. Can occasionally be a problem when you want to use it for a press fit.

And put o rings or rubber band between the ends of the handles and the pivot, you fingers will thank you

This does appear to have that quick adjust feature, and I see that the threads are interrupted. SO once I lubed up the back end, if you have the non-threads point up (as if it were mounted) the back end will move, which is correct, if it were mounted. I don't really like the feature but maybe you would get used to it. Thanks for clearing it up! At least I can see the vise is working properly. Thanks everyone!

It's an acquired usage. I have a similar one on one of my benches, but my main bench has two regular wooden jaw vises, and the secondary bench has a Record 52-1/2 all metal vise. Between the three benches, it keeps my thinking.
