Problem with Rust-Oleum Epoxy Shield Clear

I put down your EpoxyShield garage floor expoxy (Gray Gloss with flake) over a very very clean and etched bare concrete floor. It went on great with no issues. So I thought I would put the ExpoxyShield Clear over it for added protection and look. I followed the directions to a tee. I very **** about things like this. And now it looks like it has fish eyes all it. I did not walk on the floor between coatings and when I put the clear down I was bare footed with socks on. So I know there was no contamination between coats. And I waited about 36 hours before I put the clear down. The instructions said 24.Have you ever seen this and what can I do. I enclosed a photo.
