Insulating a Pole Barn

I have some questions before I insulate my pole barn with rolls of Prodex (bubble foil).
1. Do I need to built a support structure on the walls? Or can I just nail the insulation to the structure that is already there?
2. Two sides have 4 x 8 shelving nailed to the them. Do I need to take down the shelving, insulate and then put the shelving back or can I just insulate around the shelving as best I can?
3. Should I insulate the rafters or should I lay the insulation horizontal and create a ceiling?

I am not look to climate control this space, but I would like to be able to work out there in the summer heat and the winter cold (with a propane heater).

I plan to fill any gaps with silicone caulk. As it is now the snow leaks in as does the driving rains. Not to mention the mice and bugs.

Foil works well in the summer (but not nearly as well as real insulation) but not so good in the winter. It does do a decent job of keeping the heat out of the shop building but does a poor job of keeping heat in the building.

I'm not sure I fully understand your questions though. Is the building already built? If you are getting snow and rain through the siding, you need to fix that before putting up the foil.
