Propane tank question

I have question that I hope I can get some input. I have two 120 gallon propane tanks on my property side by side. They are connected together with a line. One of the tanks has a line to the house and the other to the garage. One of the tanks feels almost empty and the other fills almost totally full. Since the two tanks are connected together, shouldn't the be balanced in terms of the amount of propane inside? Thank you in advance for your input.

Ayuh,.... Are the top valves on both tanks, Open,..??

Is there a regulator 'tween the tanks,..??
If not, Where are the regulators,..??

How are the tanks pig-tailed together,..??

A picture surely would help,...

Here are some pictures. The setup in both tanks is the same. There is a turn valve on the tank that is connected to a T. One side goes to the house or to the garage and the other to the other tank. Thanks again for your input.

That is a self changing regulator, when one tank runs out it automatically changes to the other tank. That is your regulator

Thank you for the response. I wonder how this works when one tank is connected to the house and the other to the garage? The one to the house is almost empty but the one to the garage is full. Wouldn't the two tanks be balanced at all times? The reason for asking these questions is because I discovered that there is no propane flow to the garage heater. I suspect the valve on the (full) tank is faulty.
