In my shop (24 X 30) I ran 5 rows side to side. Each row is 20 feet long, and the rows are 6 feet apart. The rows are made up of 2, 8 foot-4 tube T-8 fixtures and a 4 foot, 2 tube T-8.
With this setup, I don't have any dark areas in the shop. Unless you count under a car, then I put a 4 foot single tube T-8 on the floor, under the car, problem solved!

20x24 - Two banks of 6 T-8s with pull chains. They are arranged three across the 20' width, spaced (from one wall - 4', 6', 4', 6' between banks. I work mainly on one end, so not all lights burning saves power. I left the pull chains so I could turn off others not needed. When it's all on, it's nice and bright. I also switch task lighting (benches, machines) separately.
I run mine parallel to the structure that I hang them from as they will not span the other direction. If you have adequate lighting it really doesn't matter. Task lighting should light the work area and that may dictitate the orentation of the fixture. Otherwise the fixtures should be placed to evenly light the work area.

I ran mine parallel with the direction of the garage door path. This way I could put a row in line with the posts and the center of the garage doors (18') doors. When doors open the rows are in between the garage doors and not obscured. Also light is right where you get in and out of the vehicle. Garage is 53' wide. I used rows of 8' fixtures spaced about 9' apart and about 30" between the fixtures. Garage is 34' deep. Front light in row in the center of the garage is still blocked when the door opens but light is still good.
