I have seen a number of “Fleet” brand sockets from Mexico and also from Canada. But I think this is a first for me finding a wrench marked Proto that is not domestic. Are they common?

Yes. It's Stanley's fault. I don't know how long tools branded Proto were made there but it didn't last. They eventually rebranded those made in Mexico as "Urrea".

I used to live in the Los Angeles area and I often went to pawn shops and swap meets. I can count the ProtoMex I found on one hand. You would think it would be more common since Mexico is close by.

It was made 1964 to 1984 with dual marked Proto-Urrea in1985. I have examples of both.

Mex made include branded for Klien in a limited run. I found just one so far.

Not rare yet but working mechs here are holding onto any ProtoMex as the newer stuff fails to inspire.

I am in Mexico.

True enough about that name. I never say it out loud. I read it that way. So I just don’t know how to pronounce it. I like the quality of the tools but I wish they had picked an easier name like .... “amigos choice”.

Urrea has a distribution center in SanAntonio. The Urrea family made a deal with Proto to munufacture Proto clones in Mexico, since Proto didn't want to market in Mexico, later didn't want to market in USA. Urrea pullers are the equal to Proto. I don't know about their other offerings.

I bought a Urrea 1-1/8 combo in a bundle off Offerup. I was impressed with the off-point broaching of the box end, and the general quality was equal to Proto, and maybe a little better. I haven't used it much, but I expect it to hold up like my Protos.
