Finally able to hit up a yard sale this past weekend and found this with some miscellaneous tools. Bought an old Model A ford wrench along with this. Does anyone know what this was used for and who made it?

I want to think it was patented as a tack hammer, but will take some time to dig

I believe it is a Snow knocker, carried on a sleigh to knock snow off horses hooves.
