So I’m in the middle of refinishing chair and I have a bunch of sandpaper at my disposal to get it done on the cheap. My R.O sander uses hook and loop pads. I have some large PSA sandpaper. Can I adhere the PSA to the spent Hook and Loop pads?

Just buy a PSA pad. They typically have a blue vinyl face. I use H&L sandpaper exclusively but PSA was the king for decades. Under 220 grit the difference between the two is indistinguishable when you get into the finer grits the H&L is superior because it has more of a cushion and doesn't trap garbage underneath the paper which is a problem with PSA that can lead to deep scratches.

My dad's sander had one of them, the hook pad had died years before so he'd put a PSA pad on it. I replaced it with a new hook pad mainly because we still had a ton of loop sandpaper and I swap pads a lot. Interesting to hear there are other advantages I wouldn't have thought of as well, thanks.
For the OP though yeah I'd just buy a new pad for them. I kept the PSA pad because I figured if I needed to use the other style it was just a couple screws to swap. For a couple bucks at HD it doesn't hurt to keep options open.

I have done it with about a 50/50 success rate. You have to keep pressure on it, once you take pressure off or lift it off the work piece you can lose them.
If you have any spray adhesive that really helps on the spent pads.
