Not necessarily.

From 1942 to early 1945, the Ordnance Dept purchased ignition wrenches in sets of seven (7), in the exact sizing and alternating 15* x 60* angle configurations you have there. I have several of them from various mfgrs, as do some of the other WWII guys. They are called the "small" sets.

In early 1945, the Ordnance Dept started specifying them in sets of nine (9), with the 11/32"(60*) x 3/8" (15*) wrench that is not in your set to complement the one that is in your set, and a solo 7/16"(15*) x 1/2"(60*) wrench, as well as a 5" ignition pliers and a small screwdriver with a pocket clip, a shock-proof handle, and a 2" shank. The rolls went from 7 pockets to 11 pockets to accommodate the "big" set.

One additional note. The pressed steel construction makes me think the set is complete and early. I have a pressed steel 7-wrench set with FSNs stamped in it. I also have a Cornwell pressed steel 7-wrench set. I could be wrong, and I'd have to really triple check my notes, but I don't recall seeing a pressed steel 9-wrench version, when the ORD was probably exclusively buying more modern forged (e.g., Duro, etc). I have Kastar K-Star 9-wrench sets that are pressed steel, but those are a different story, much thinner and cheaper.
