Gift cards are a money maker for stores for two reasons. One is that they get the cash with no cost up front, like an interest free loan. The other is that probably only 75% of them get spent.
So I'm sure Lowe's has made a deal with this store, but I also imagine that this store may be losing some money to help draw people into their store to spend more.
I bet it is way less than 75%. My guess is that it is probably 50% get spent entirely, 25% get lost or forgotten about, and the rest sit with partial balances on them.
