In the only town in Pennsylvania, Bloomsburg.
After more than an hour of web searching.....

Sounds like no one bothers with "oxygen free nitrogen" in the USA, most notable mentioned in UK websites.

"When purchasing nitrogen in bulk liquid or pressurized cylinder, the gas is analyzed at the air separation plant and typically supplied at 99.999%, regardless of the application."
Guess with this purity California can't stamp it with proposition 65 warnings.

This seems to be a very reasonable purity for purging and welding uses, though it seems the gas producers have a difficult time stating compressed gas purity information.

We use dry nitrogen, which is "welding supply" and also should be oxygen-free. Earth's atmosphere is composed of about 78 percent nitrogen, 21 percent oxygen, 0.9 percent argon, and 0.1 percent other gases.
