I would suspect it was made as a bung wrench for a recessed hex bung. Why make it onto a complete BP hammer head like that I have no clue, unless it was added on by a brazing process... :dunno:

That looks like somebody's shop class project. That design sorta looks like a saw tensioning hammer. The saw hammers are steel and are used to straighten saw blades, they have a low crown wide face similar to the hammer shown.

I agree about the drum bung for use with chemicals since it is non sparking. Our paint shop requires all non sparking tools in the booths and mix rooms.
