what does this mean? I cleared my cache history, now when I came here I am getting a request to allow this?

it's the messages you get in the bell icon on the upper right of your screen. things like notifications of new posts you're watching, someone has mentioned you in a post , someone liked one of your posts, if you want email notifications of new posts in watched threads etc.
you determine what you want in your settings
