Best is subjective. This hydraulic cement works. As does silicone.

Hydrualic cement both sides. Once patched, asphalt roofing tar (from a tube) on the outside if below grade.

I might use a poly-urethane sealant. If there us any movement it is less likely to shear the conduit off.

Duct seal or silicone. If it's a really big gap, either spray foam and/or hydraulic cement depending on aesthetics.
