I've got a small 1/3 hp craftsman bench grinder that's missing everything. I just picked up this matco badged wissota for 25.00. It's missing some bits but i think it's the obvious better machine so I'd rather track down those parts. Would the craftsman serve as a solid buffer? All I would need would be some polishing wheels, no guards or etc correct?

Yes, it's possible to do light duty buffing on a naked grinder. The four flange discs and RH/LH nuts are needed.

A 1/3 hp isn't very powerful for a buffer but if you're not going to be using it lots it will get you by. Buffers have long shafts that bring the wheels out away from the motor for clearance when moving your work around. You can buy extension shafts to help with this or just add the wheels and you can buff. Thats all you need other than some buffing compound to put on the wheels. I use a coarse spiral bound sisal on one side and a loose cotton on the other side for final buff which I never put compound on

Google "caswell buffing" for a ton of info on buffing.
