Question about fire blocking

I had my 3 stall garage moved to my new house after we lost our old house to a fire and am bringing it up to code before I call the inspector back. I know you need fire blocking if you exceed 10ft. But the framed portion of the wall is under 10ft while the course of blocks it sits on makes it exceed 10ft by a few inches. I'm just wondering if code says it's required in this case? I'll add it anyway. It's probably best to be safe than sorry concidering what we've already been through.
Edit: this is in the Green Bay, WI area.

I would guess that it applies to the wood part of the wall
but a cheap phone call will get you an answer
