Question about Nicholson Files - Flat vs. Mill

I am trying to get a range of 10" flat files (for axe sharpening) and I don't understand the different models

What is the difference between a flat ******* cut and a mill ******* cut? Below are the part numbers that I am looking at. Thanks!

10" flat ******* cut 03665
10" flat second cut 03698
10" flat smooth cut 03731

10"mill ******* cut 08642
10"mill second cut 08673
10"mill smooth cut 08704

Nicholson, a former USA company, now makes their products in Central America. I cleared out the USA NOS at the local orange box recently.
(Honduras or Guatemala, I believe)

I have read that news while searching about them but hadn't seen a decent alternative proposed. All of their files that I have found locally have the N suffix on them (meaning manufactured abroad)

I think production is now in Mexico and Brazil. Just found some Nicholson USA made 10" double cut *******, 8" double cut *******, and 6" single cut ******* at Lowes.
