I wonder if the Sears block bench top is wide enough?

As for the vise... if it's a fairly small one, I'd bolt it right to the block top before putting that on the tool cabinet... if it's a big vise, maybe consider mounting it to a steel plate, then mounting that to the box/block top?

You definitely need something besides the metal top to attache the vise. Ply works bit flexes quite a bit, any laminated block top is better.

Another option for material is laminated bamboo. Its really tough.

Just remember the box is on casters and even when brake is on it will move if you start to really pull, tug, beat, on the vise. Like mentioned a smaller one is good lagged to the top but unless it is attached to a stationary mount the use of a vice is somewhat limited..or at least a pain to use..

Depends on what your definition of "building rifles" is... If you plan on re-barreling bolt action rifles, you will need special tools and a good vise and that vise better be on something a lot more solid than a rolling tool cabinet. If you are doing break down rifles (AR15 "Mattel" style) probably OK for some use.

Anything mounted on wheels will have the tendency to move around unless you get it off the wheels. I wouldn't be afiad of making a top out of 2 layers of plywood and with 2x4s sandwiched inbetween.
