So I have a 7500 watt Pro Fusion heater, it says to use a 45 amp fuse and it draws 31.3 amps and to use #8 copper wire. My question is this could you use # 6 wire, is over sizing the wire a problem on individual circuits ?

Sure, use it if you have it laying around, use it!
But spending extra money on #6 is a waste unless you're running super long distances and are concerned with voltage drop. Heaters aren't too sensitive to voltage drop anyway.
