My concrete is 5" to 5 1/2" thick. I drilled through and put coffee filters in the bottom of hole. Wasn't much void anyway. When I filled holes a little over half full and put anchors in twisting as I went down and hammered in place only one had epoxy push back up to the floor. Is this ok? Did any of you guys not have epoxy push back up to the floor?

Sounds like not enough epoxy in the holes. Powers recommends filling holes to ~2/3s depth (they are one of the typical makers). The epoxy must come out the top, or you are not getting the full embedment. also, you should normally be able to slightly twist the bar to get it to the embeddment depth; hammering is not typically recommended.

The hole is usually 1/8" oversize. If the hole isn't oversize the epoxy doesn't have anywhere to go and probably got pushed out the bottom. That also explains the need for the hammer. If you drill through the concrete you should use screens made to contain the epoxy. Check the expiration date on the epoxy. Some products don't perform well when they are old. I hate when my guys don't pay attention and the inspector condemns a $30 tube of epoxy for expiration. The inspector will stab the tube so it won't be used on the job.
