Question on a piece of hardware

I have a cart with a wooden top on it and would like to mount a small vice to the wood w/o going into the top of the box.

I recall seeing a piece of hardware that after drilling thru the wood, it had prongs that set into the wood and the piece was threaded so the bolt would pull it flush to the bottom of wood, anyone know what these are called?
