questions about footer on pad??

I am going to build a small enclosed shop/garage 13wx22L and 10tall for a future building for my lift. I am going to use metal 4x4post and 6" C channel between post to bolt sheet metal walls to. QUESTION: do I need a footer since I am not bolting walls to floor. Pad will be min 5" thick for a 2 post lift to be installed...yeah I know to small but max city will allow due to space and distance from fence/property line. thanks.

If by footer you mean a piece along the wall at floor level, yes you need it.
Not just for weight but to have something to fasten the bottom of the wall to.
