Always keep my welder under the small welding table I have which I can roll around, usually works alright but is a royal pain to drag the whole table outside to weld on cars. Wanted a cart with good size wheels that would roll easily over stuff and be a fairly small package to get through doors or throw in the back of the truck. Got a cheap hand truck for $40 and made my own tray for the welder, welded on an electrical box and made a hook to hang my 16 foot cable to provide power for the welder and a grinder, hook for my helmet and old spring clamp to hold a pair of gloves. Made an old toaster oven rack into a wire shelf for a couple magnets and wire brushes, and put a hook at the very top of the cart for the welders cables. Worked out great and is very stable but still very easy to tip back and move, weight balances out about perfectly both ways.
