Quick fix or just leave it?

It appears that one of the boards used in the concrete joint is rotted out. I'm not surprised, considering the other issues my garage has.

My question: is there a viable, cheap quick fix? Or should I wait until I have the $$$ to do it right? Right now, my first goal is saving up to replace the fiberboard siding that is falling off (literally... nails just tear right out), the water wicking **** sheathing that was used, and insulate, so it will be at least a year, likely two, down the line.

I just sprayed some Tempo SC around my property, so that's what the wet stuff is.
