Do I need to run a wire from the green ground screw on outlets to the grounding bumpout on the box?

It sure seems like the body of the outlet, the metal tabs, being screwed into a metal box, would function as a ground.

yes, but not always. each outlet is different. Self-grounding outlets are what you want, but, only if your take care to remove the paper washers for maximum surface contact. I mean, the bottom screw should have a brass "scrubber" that will contact ground through the screw threads, but I like having maximum surface area.

If this is your own small scale project, the extra effort of a pigtail will help you sleep easier at night. (imho)

Are the outlets self grounding?

If so, then pigtail not necessary, but as said above if it makes u feel better, by all means.

For my piece of mind I ground everything.

Nothing wrong with that. If it helps you sleep at night, do it.

I have a few circuits connected using 3/4" emt. I did not use a grounded bushing in the sub-panel, so I feel much safer running a 12awg ground for each circuit +pigtails in the outlet boxes. I probably don't need 3 grounds, but I have them because it's a home project and it helps me sleep at night. Overkill? that's the best kind of kill.
