Looking for a smaller one, for the basement, used mostly for blowing out dust and grime, from projects.

Reasonably quiet. Not really sold on the long term reliability of oil-less, at not yet.

Based on what you are asking for this sounds like a light duty compressor job. I think you will find that even an oil free compressor will last for decades. I would strongly suggest something like a California Air Tools 5510 or the similar compressors from other manufactures.
I picked up this CAT aluminum tank model used for about $60 (it was listed as not working). About as quiet as any of these compressors will come and it's only 35lb.

CAT is kind of the go to name in the space but other are doing basically the same thing, slow turning, direct drive, twin cylinders with some attention paid to the intake filter/mufflers. Mine is almost 10 db louder if you take off the intake filter housing.

Here are some other similar models. I'm not vouching for any of these, rather I'm reinforcing the point that CAT isn't the only one in this quiet compressor market.

If you must have oil, these are reportedly very good. They use refrigerator style pumps.

My oil less has been doing the things for 7yrs, only issue so far is one of the air filters vibrated off once. Being a triple it’s not what I’d call whisper quiet but it’s nowhere near as noisy as a direct or belt drive. The smaller ones are quieter again.

Blowing out much of anything requires a fair amount of air. In my computer business, I keep a Senco PC1010 in my truck so I have something to blow things out. Small, light, quiet, but pretty frustrating if you need more than blowing air for 20 seconds or so. I keep a MAC700 in my maintenance are. Much heavier but that doesn't matter if its sitting still. Not really any louder since the frequency is much lower. Perhaps easier to work nearby. If I'm blowing out a couple servers, I'll haul the MAC700 to the customer as it will survive under near 100% duty cycle.
The MAC700 will also let you inflate high psi tires like a truck.

I keep waiting for my very noisy little craftsman to die. It's similar to this PC...

It just wont give up, and I bought it about 15 years ago. When it does though, I plan on getting one of the Makita's.
