for my detached garage, if i go with fiberglass insulation after dropping a ceiling in, what r value should i go with? location is kentucky, if that matters...garage is only 24x24

The more you can put in (properly) the better you'll be, it's an initial outlay of cash that will repay it's self in the future.

If you have regular trusses and are using fiberglass, try to put in atleast an R13 if not an R19. You can put it up before the ceiling. If you plan on using the attic space as storage, it'll limit the amount of insulation that you can use.

I chose R19 for my ceiling. You get a significant reduction in return from R19 to R30. There is only a decrease of 8% in the transfer of heat. So you would have to figure out the cost difference. R30 is pretty cheap.

i just had the boys blow in insulation yesterday in my new 600sf garage addition. i intend to a/c it in the future. i paid for r19 but they put r30 in because he didn't realize that my truss bottoms were 2x6's and not 2x4's. anything will help the radiant heat gain in the KY summer, even if you don't a/c it. insulation is very inexpensive. this cost me $250.
