Actually, they are fairly common. Nice for light drilling as they allow for lots of flexibility in angles, positions, etc.; however, they are not very rigid in the extended positions and each time you move the head to an unusual position, it becomes necessary to realign the spindle with the table.

There are plenty of those around, and they're not worth much at all. Recently there was a discussion of these in the vintage tool forum.
