Ramsets for overhead mounting

I need to mount a dozen lights to the concrete ceiling of a garage. The lights are designed for flush mounting to the ceil in with EMT entering the side of each. (They don't necessarily need to mount to ceiling boxes). Lights weigh 3-4 lbs.

Can I use powder actuated nails (ramsets) to mount these rather than drilling concrete and using tapcons. This would be much quicker and cleaner.

Can Ramsets be used for overhead loads like this in tension? I called but can't get a solid answer from them.

When I was an electrician in NYC many moons ago, we used Hilti guns to hang all sorts of electrical boxes, fixtures, conduit and low voltage cable hangers.
Hilti guns are powder actuated, in case it wasn't clear.
