Well we certainly got some fun replies . It's a Hinge- Mortiser. Pat# 379076. James M. Mathews Mar. 6 1888.
I think it was used as a marking tool not for fully mortising. Also for locks on drawers. Maybe it walked out of the
Kittinger Furniture factory.

My next guess... would have been Circumcision Device. I guess Hinge Mortiser can be used to circumcise if needed.
