Rawltwist bit

I was working on straightening up my shop and trying to find the top of my workbench when I came across this. Anyone have any info on this type of bit? Labeled: 7/16, Rawltwist, England. It has a tapered shank. Looking at the tip, it does not appear to be made to drill a hole.

made by the makers of rawlplugs came in different sizes to match the plugs . small fiber plugs to take a screw in brick or concreate . the plugs are now made of plastic .

That taper is probably an A taper, although these "star" drills were usually hand hammered, that one could have been for power use, you could get an electric hammer with an adapter for holding the drills, with a side handle so you could hand turn the bit, probably not great for your hands though, I have only ever seen a single example of a drill kit like that so they cant be common.
They were also made in a chisel form, no holders needed.
