Re-building well house

Well house is on it's last leg. It's a stick built structure, roughly 4'x8'. Framing sits on a flat slab with no stem wall up off the slab. Which is my concern.

I do not want to worry about future rot and water damage to a sill plate and siding that is at grade on the slab. Mainly the siding, I always seem to have issues with siding that does not have a good 6" stem wall up off the exterior grade.

Was thinking of doweling in a 8-12" stem wall and frame up off of that. Any alternate ideas, or am I over thinking this one?

The well house has the storage tank and main distribution lines from the well. So it has to be well insulated and a heater in there. We have had issues with freezing pipes in the past.

A row of blocks will give you 8 inches above the slab.

If the block were already delivered, it would be a 1 hour job for a mason on his way home with a pail of mortar.

Since it's on a slab I would do 1 row of block. The rest will be easy. I would think if you go with 2x4s and 3" foam sheets in between the studs, then another 1 inch to cover everything, you could heat it with a light bulb!

Don't for get to put a hatch in the roof so that the pipe can be pulled when needed. Mine has a complete lift off roof.

The removable roof is a very good idea.
It will be a must if you have an iron pipe well.

I put a cheap skylight over one well, the other well has a access hatch over the well. The photo below shows the framing before it was cut out & roofed.

When I added the shed to the back of my garage, slab with small footer was poured at the same time as the new garage floor was poured, I laid up one course of block.

I drilled the slab so each block would have a rebar pin in the slab. Once that was done, I core filled it block a day or two later. I don't think it's going anywhere.
