Like the title says, stupid question:

Is it OK to paint the housing of a meter or panel?

Pretty sure I've seen it done, just not sure if it technically violates the listing or something where someone could raise a stink about it.

Just paint it so it looks new again. Mask any tags and glass/lenses.
Give it a good wipe down with paint thinner so paint sticks.
Consider 2 coats while it is all prepped.

I've done gas and electric meters. No one ever said a word.

call your utility company, some gets antsy when you paint it. like national grid with their gas meters.... I think electrical meter panel you own it. just not the meter or that locking tag.

Considering I just bought it yesterday, I know I own it!

Wanted just a simple meter base, but based on feedback rather then argue code I'm likely installing a meter/main as the path of least resistance. Painting the giant grey box will minimize how much it stands out.

You should probably update the title. When i read it thought you were referring to painting the actual meter not the meter main panel or meter pan…
