Rebar lift - 1"

Any suggestions on how to lift rebar 1" so that the pex system will be at the optimum height in a 4" cement slab. Contractor suggested stones (sounded too inconsistent to me) and the rebar chairs are too high. If we could do this inexpensively it would be great!

If the rebar mat is all wired together, I've seen some concrete contractors field-bend other pieces of rebar to form chairs and raise up the whole mat.
