Reminds me of a bottle cutter. Back in the 70's people were cutting wine, beer bottles and making chimes. decorations, lights, etc. (you know, SoCal hippy ****)

It's a circle cutter for a cutting torch. The small square piece with the thumbscrew is the center pivot (the actual pointed pivot is missing, and it needs to be slid on the square bar rotated 90 deg from where it is now). The bushing is for the cutting torch nozzle. The roller supports the torch the correct distance off the steel plate.

That is a special tool to rearrange things after your maid changes where they go
