As in you have a hydraulic pump and want to loosen bolts or are you wanting to torque them?

Like the Milwaukee Surge? Or something different? I have a surge and think it is great, bought it to complement my impact driver on a deck job last summer and was throughly impressed.

Do you mean a hydraulic tensioner for large diameter studs?

Like the Milwaukee Surge? Or something different? I have a surge and think it is great, bought it to complement my impact driver on a deck job last summer and was throughly impressed.
+1 for the surge. Has a different feel than a “normal” impact. Somehow, it feels more precise and easier to control than a normal impact for me. Also so much more pleasant to deal with when inside or in enclosed areas when the noise of a normal impact can be overwhelming.

That's a new one on me. So, I Googled it and found out that they are a real thing. Two hoses and everything. I've never seen one, though, and can't imagine they're used a lot. they seem to be used in underwater applications, though. Here's one:
